The CIC requirement is that a visitor has to demonstrate at the time of
admission that the will leave Canada at the end of their authorized stay. A
return ticket is a good indication of this. (Yes I know we are discussing a
PR without Card from a visa exempt country returning to Canada). The
airline would consider a person a visitor and it would be their policy to
insist on a return ticket so they are not hooked with the cost of returning
the passenger if they are refused admission.
