Mr. Miller, under what circumstances can an applicant defer sending her passport for stamping? A friend, who got her passport request a few days ago, might need to travel abroad from the US on the job and thus need her passport.
Is that explanation sufficient for the consulate? What happens, once she defers the request? How long does it take for the consulate to resend the request and issue the visa?

There are no strict rules and each case like this will be considered on the
individual basis. Visa post may not extend time given if they elect to do so
and case may be deemed abandoned.
