job offer for PR vs. work permit
 
I know that for temporary work permits the HRDC wants employers to prove that they are hiring a foreign worker only because they cannot find a person with similar skills in the local market. I'm wodering if this applies to job offers the HRDC needs to certify in order for them to be valid when applying as a skilled worker for PR. Basically does the job offer have to be for something that a local canadian citizen cannot fill? Thanks!

applying for a pr, you only need an hrdc "opinion" which is different from validation...

the opinion basically states that the job is genuine, and the compensation for the work as well as the work itself is as per industry standards...
