Please help, experts:

I want to apply the PR with my 2 years experience of software engineer. I have
additional 5 years experience as a civil engineer, which I do not intend to benefit
from. Do I need to supply reference letter for the civil engineer portion to have a
complete application package? What are the chances that the package will be returned
because of lack of that piece of info?

Thanks.

Ideally, evidence of employment should be provided for all past and present
employment. Failure to provide such may result in delays to a case, even if the
employment is not in the stated intended occupation. Also, if your prior education is
in the field of Civil Engineering, it may be to your advantage to evidence prior
experience in the field.
