The letters of employment are reference from previous employers. If one doesn't apply or was uploaded with the other you can upload a letter of explanation stating this.

The express entry application is used across all the programes so for some people sections don't apply but something has to be uploaded for each ( a flaw in the systems for sure). That's why they suggest uploading letters of explanation If sections don't apply.

For instance those invited under CEC still have to upload a letter of explanation for proof of funds stating it isn't required as they were invited under CEC.

Actually, he didn't. Former Lancastrian did.
