Default Intra company transfer

Hi,
I have two questions.

1) Where I can find laws in CIC web page about intra company transfer
[transfer from another country to Canada in same company]? Could you post
some link page if you know. I would like to know the process.
In this case can I apply for immigrant?

2) I allways see all most all succeful skilled worker immigrants under old
law in this news group. I don't see a post who has received PR as skilled
worker under new law. Is skilled worker immigrant rate going down because
of new hard law? Is their any statistics about it from CIC?

1. Intra-company transferee is one of many ways to get temporary Work
Permit, not the Permanent Resident visa. It is not that simple and you
should seek professional help with intra-company transfer.

2. Because process still takes about 2+ years to complete you can't see yet
many submitted and approved under new law cases. There are very few cases
submitted after December 31, 2001 that have been completed. Wait another
year and you'll see plenty of those approved.

When did the new law take effect? Is Buffalo office still processing
the cases filed under the old law of 70 points?

Any statistics of how many cases have been filed in the last year
since the new law came into effect as compared to a similar period
when the old law was there? Have the number of cases dropped?

New law was approved by Parliament in the fall of 2001 and has been
implemented on June 28th, 2002. All applications received after December 31,
2001 are already subject to new law and applications received prior to 2002
that have not been assessed by March 31, 2003 are also now subject to new
law. So, since April 1, 2003 all pending applications (regardless when
submitted) are being processed under new law.

Looking into any statistics will be rather misleading for 2 main reasons.
First - it was a huge surge in the number of applications in 2001 after
information about incoming tougher law has spread. Second - in addition
after the burst of IT bubble and recession in US economy hundreds of
thousands H1 visa holders have been laid off and majority of them didn't
want to go back home, so they immediately applied for Canadian PR. Add to it
changes to Australian immigration law few years back (for example requiring
IELTS) that forced thousands of immigrants to change their destination to
much easier at that time to get into Canada. Thus comparing numbers from
past few years will give you very misleading picture.

So far we see that visa posts have absolutely no problems meeting their
annual targets (quotas) of visas issued in all categories.

Thanks for the information . Is there any information about intra company
transfer in CIC web page, I don't find any and would like to see it myself
before taking any professional help. Could you post any link page if you

There is no direct link to such information on CIC site as far as I know.
You must dig deep into Regulations and Immigration Manuals to find any
info - without proper expertise most of that info may be hard to understand
and to follow.

Whats the annual target quota for PRs in skilled worker category? How
about the Buffalo applicants?

The Buffalo checkpost is still processing April 2002 cases, which
shows that new law has not helped speed up the application process.

Before we start seeing effects of new law the backlog of old applications
must be cleared and it will take time.
