Interesting judgement - dependents lock in date

Hi Guys
This is an interesting judgment regarding dependents, if my understanding is correct then it means:-
1. Contrary to old practice dependent over 22 of age must remain full time student until visa process is completed.
2. Now if the application filed before they attain 22 years of age and they are financially dependent of principle applicant regardless of education status they could treated as dependent.
3. http://decisions.fct-cf.gc.ca/fct/2005/2005fc1632.shtml
This is good news for people with children near end of their education cycle and waiting for CIC decision. If it is not overturned in subsequent appeal.
