INS Database question

I landed in Canada bout 6 month ago from commonwealth country. About a week later I
wanted to visit my friend in the states for a month. So I packed up my car and tried
to cross the boarder to US. The INS agents asked me why I am going to US and I
explained to them that I am landed immigrant from commonwealth country and I am just
going to visit my brother for a month.

They didn't like the fact that I am leaving so soon to travel to US and they told me
to stay longer in canada and estabalish a resdency and etc.

Now I am ready to try once again to go there for a week. My questions are:

1.) When someone is refused to enter to US, does his/her name enterd on the computer?
If so, for what reason? How will this affect admission?

2.) When US citizens enter in the country, does INS check his/her name enterd on the
computer too?

How is the computer database is used...

The enter any pertinent information and refusal of entry is pertinent. Recently I got checked and they had all records on me since 1987
