A friend of mine (Canadian PR) sponsored his parents and their immigrant visas have
been issued. Unfortunately, his father's medical problems have become more pronounced
and he is currently in coma.
Their visas would expire end of January.
Will his father be allowed to land, if he is transported by air or air ambulance.
Would the current situation constitute a material change?
Your suggestions to make the best out this situation would be appreciated.

Yes, the current situation will constitute the material change and father in the coma
will not be allowed to land.

Thanks Mr. Miller.
Based on your input, they have decided that the father would not immigrate. Three
follow-up questions to clarify........
1. Will his mother complete the landing process without his father? If it matters,
she was the primary applicant. Because this is a case of family sponsorship, it
would think that it would NOT be an issue.
2. Could he return the unused visa even after the expiry date of the visa?
3. Will CIC refund ROLF paid towards his father's visa?

If one of the applicants (the father) is now inadmissible, then his accompanying
dependants are inadmissible see 6(1)(a) of the Regulations.
The applicants should be contacting the issuing visa post.
