Default Inadmissible class

In the operation manual for overseas processing of skilled workers applications that is on the CIC website says about the refusal letter:

"The refusal letter should not indicate that the applicant has been made a member of an inadmissible class as a result of their failure to qualify as askilled worker"

What does it mean? What is an inadmissible class?

Thanks

S.

Thanks PMM for your reply. That means that a person who is refused for not having enough points or not meeting the basic requirements to qualify as a skilled worker won't become an member of th inadmissble class.

1) Is that correct?

2) If a person's application is refused for lack of points or for not qualifying as a skilled worker can they re-apply at a later date? Are there any differences with a person that has never applied before?

Thanks again
