I have a question about immigrating to Québec. If I immigrate to
Québec, can I live later in another canadian state? Or I just can live
in Québec and cannot go to other states. It's seem like Québec is
another country, it has own laws about immigration, driving many other
things.

Nope, under the Canadian Charter of Rights and Freedoms, a canadian permanent resident has the right to move and take residence in any province in Canada.
Immigration Quebec only has authority over the SELECTION of its immigrants. They still need to be admitted by Canadian Immigration. When you apply through Immigration Canada, you do sign an agreement that you plan to live in Quebec, but once you land in Quebec, you can move anywhere.
If you are planning to apply through Quebec but eventually plan to live elsewhere in Canada, you should remember that Quebec Immigration will not select you if they suspect you plan to live elsewhere in Canada.

Well if you are an inmigrant in Quebec u can't go to the states unless
you have a valid visa! I'm joking, Canada has provinces not states.
Once you're landed and you'll got your SIN, Maple Card and all that
good stuff that makes u a bonafide inmigrant you can move freely to
any other province. Though I think being u a brazilian I think u'll
find Quebec lifestyle more attractive.

Just to clarify, once you are on Quebec soil, whether as
immigrant, or otherwise (e.g. visitor/worker) you can still walk
around all of Canada _without_ a SIN or a maple leaf card, or any
of the "good stuff" etc.

Just to clarify, Québec isn't a state, it's a province. Canada is a confederation.
