What is the major criteria for interview waiving? I heard from qualified friends
that they got there interview waived but there english ability seems to be below
average. English ability is one of the major criteria. Is it that for qualified
professionals the visa officer take it granted that the candidates english ability
is good? Please advice.

There is no such thing as a "major criteria" for interview waiver. Interview waiver
is usually granted when applicant scores at least 66 - 70 points without points for
personal suitability and if application with all supporting documents is prepared and
presented in the way that there are no doubts about applicant's qualifications,
skills, work experience and any other substantial facts required to meet selection
and admissibility criteria. Please note that receiving initial interview waiver is
not a guarantee that the interview will not be required at a later stage. Also note
that as a standard policy for quite some time now interview waivers are not granted
to applicants submitting their cases through the visa post other that the one
responsible for their country of residence.

There is no single most important factor in our experience. Important factors
include evidence of language skills, clarity and credibility of documentation,
overall qualifications, as well as others. The eventual decision to grant such a
waiver is discretionary, so even the best case is never sure to be waived.
