Default immigrating to manitoba canada

We are a group of three friends planning to emigrate to Manitoba,
Canada.

We have downloaded the application kit and filled the assessement
form. We are all qualifying with plus 60 points.

My query is in reference to the Who May Apply page.

At the top of the page it is mentioned and I quote :
"Applications will be accepted for consideration only from individuals
in the categories described below who demonstrate proof of one or more
of the following

1) Guaranteed employement in Manitoba

2) Past education or work experience in Manitoba

3) Family/community support in Manitoba"

We do not qualify for the above three points. We do not have any
family nor have we ever been to Manitoba or any part of Canada before.

Can we still send our forms for assessment?

Manitoba received about 20,000 applications last year alone - but they can
only issue 1,000 selection certificates per year, so they have made it more
difficult. If you can't meet any of those 3 requirements than it is clear
that application won't be accepted - it says so on the top of the page.

Manitoba has negotiated a limited number of provincial nominee cases
and are receiving tens of thousands of applications in excess of their
quota. As a result of the volumes they have become much stricter in
terms of who will qualify and while we have had some success it really
requires a person with a guaranteed job in the Manitoba shortage list
and possibly a relative or the support of 5 Manitoba residents who
sign a statement of their willingness to support the prospective
immigrant for the initial settlement. If you cannot meet these
requjirements your applications will definitely be refused.

My husband and i are in the same boat...with out a valid job offer we are
short on points for normal immigration...i have gone through the manitoba
website a lot and i have pasted what it says about your best chances
Under the MPNP for skilled workers, Manitoba recruits, screens and nominates
prospective immigrants with the skills to fill specific Manitoba labour
market requirements. If you are a skilled worker and are interested in
living and working in Manitoba, you have the best chance of being nominated
if:

a.. your training and work experience is in demand in Manitoba;
b.. you have a guaranteed job offer consistent with your training and
experience; and
c.. you have settlement supports in Manitoba to assist you upon your
arrival in Manitoba.
