Default IELTS - When needed - Mr Miller please

During which stage is it fine to submit IELTS scores?

When I applied(back in Dec 2001) IELTS was not needed but it is now.
I understand that the scores are valid for only one year from the date its taken.

I have my medical papers and I'm waiting for an interview date and plan to take the test after receiving the interview date - is it a good idea?

Also, in the form IMM0008 - Schedule 3,question 6 asks if I've already taken the test.
If I've not taken the test,but plan to take it in future, how can I indicate that?
I remember submitting an older version of this form without the language test - do I need to submit the new forms?

Wait for the request from visa post to update your case to new law's
standards. In the meantime take IELTS test.
