IEC Incomplete application HELP!!!

IEC Incomplete application HELP!!!
Me and my friend have applied for the IEC Canada program. I have applied through the Irish and him through the UK.
I have completed mine as per the guidelines, but I'm almost sure that he has forgotten to include the new medical examination document.
This im sure will create an incomplete/rejected application.
Does anyone know if they will return the incomplete application to him, (as this includes the police certifcates and photos etc.) for him to re-apply, or will he have to start a fresh application?
Can anyone help me? I have contacted IEC and they have been no help whatsoever as they dont take calls.

They should return it just asking for the necessary forms. Just as a future note, tell your friend to order multiple copies of the police cert when you apply for them, they only cost 5 pounds more and you never know when they will come in handy.. (for instance this occasion if they didnt return it)
Thank you so much!! I just want to make sure if they dont return the forms to him, that he can get new forms/updated ones back to the embassy pronto to avoid disappointment
