Default ICBC Only Take PR Card

I have been here a week, and it is evident that PR Card is not only needed
for travel outside Canada, but it is also the ONLY document ICBC (British
Columbia driver licencing office) will accept as primary identification /
evident of PR status before we can exchange/apply for driver licence.
They do not accept IMM 5292 (Confirmation of PR). HRDC does accept IMM5292
though for first time SIN application, as well as banks for new account.

To clarify more, when I said 'ONLY' refers to CIC-issued official document.
Alternatively, you still can use birth certificate as primary
identification.

Hi Anthony

If I can offer some info that might be of assistance to you.... ICBC is needing to identify the person's legal name and date of birth. As you mentioned in the next post, you can use your birth certificate as your primary ID to get your driver's licence. You can also use your Visitor's Record (Visa) as well. Actually you can use any of the following as primary ID:

Birth Certificate
Canadian Record of Landing/PR card
Student Visa/Student Authorization
Canadian Work Visa
Returning Resident Permit
Canadian Citizenship ID card
Minister's Permit
Visitor's Permit
Refugee's Permit
Canada Identity card issued by the Dept. of Foreign Affairs
Acknowledgement of Convention Refugee Claim

Secondary ID must show person's name, signature or photo and registration number. You can use your passport, Naturalization Certificate, Marriage Certificate, to name a few.

I spoke with one of the Driver Services clerks who said that even if you had a Visitor's Visa that had recently expired, they could still confirm your name and birthdate.
