I have a friend who is a retired US citizen. Does he need visa to live in Canada ?

There is no longer a retired category in Canada's Immigrtaion Regulations and
consequently it is difficult to retire in Canada. He definitly wil require a PR visa
if he wished to live in Canada.

He can only stay in Canada as a visitor for six months.=20

If he wanted to reside permanently he could apply under various = categories such as
independent, business or investor. =20

A full assessment of his details would be a good start.
