Default HRSDC route

Hi,

I am in the process of cold calling companies in hope of getting interviews and hopefully a company that would be willing to offer their support via the HRSDC route. When an employer writes back with 'client must be legally eligible to work in Canada’ does that mean they want someone who already has the work permit papers?

Sorry if this is a silly question but my 1st reply from a company in Canada and just not 100% sure on what was meant.

We are trying the same route, and 'client must be legally eligible to work in Canada’ this does mean that they want someone who has a PR already.
Cant get a work permit untill you have a job offer then has to go to HRSDC for there opinion and approval first
