How would a person get work visa with no employment present opportunities?

Person cannot get an Employment Authorization (work visa) without a formal job offer
validated by HRDC.
If you want to establish your permanent residence in Canada then you need to apply
for immigration visa, if you qualify of course. Only after obtaining immigration visa
and landing in Canada you become a Permanent Resident. You cannot land as a "Citizen
of Canada" - to be eligible to apply for Canadian citizenship person must first
become a Permanent Resident and live in Canada for at least 3 years as such.

How would a person get a work visa in Canada with no present employment opportunities
other then wanting to get established? Then later to land as Citizen in Canada.

Thanks Conrad!
I am pregnant and we are planning on getting married in canada but he is an
american citizen. My boyfriend and myself have spent 6 months living together and
he wants to eventually gain PR. It's just this work issue of waiting until all the
paperwork is in.
In the meantime, We get married, baby on the way, he has no job in Canada, he awaits
for me to sponser him with my low income.
I was really only wondering, if we have all proper documentation and adequate
bonification as well skill, does anyone see why they can deny him into Canada? I'm
trying to understand this. I hope I'm right in considering time is our only problem.
Why the heck won't they let a positive happen smoothly>>???? Take Care ALL
