I'm new to this forum and came on in hope of some advice.
My husband and I are looking to immigrate with our two young children. I am in PR and he is a footballer. Neither of our professions fall under the required categories to allow us to apply under federal skilled worker unless we have a job offer. My question is this: how can we obtain a job offer if the application process takes two years?
We are so, so keen to move to Toronto and I have 70+ points when I do the online test. Surely there must be a way in?
I'd be so grateful for any help given...

You seem to be concentrating on Skilled Worker visas, but thats only one possible route to a visa - and there are over 50!
If you don't qualify as a SW without a job offer (takes a year, not two, but even so unless you have specialist skills it's unlikely that you'll find an employer prepared to wait for you) then you need to look at other options. I'd recommend you forget focusing on Toronto as you may need to consider other provinces if you really want to go.
You can try and get a job offer & LMO and then go over on a Temp Work Permit (although I personally wouldn't recommend it with young children), one of you could go on a study permit and then the other gets an open work permit, depending on your financial situation you can start a business or go as an investor/entrepreneur etc, you can go to Nova Scotia (Community Identified Stream), if you have family there they may be able to sponsor you, etc, etc.
Have a good look at the CIC website and in the Wiki, and consider other visa routes rather than just SW.

Thanks for your reply. I really appreciate your help, I'm still a bit clueless about the process but am trying my best to figure it all out.
My husband has an aunt and cousins in Toronto but I'm assuming this isn't close enough kin?
For the study route...if my husband was accepted into a univerity or college would it be possible for me and the kids to come too? And would I be able to obtain a temporary work permit? This sounds like an option...

In addition to what christmasoompa suggested, you may also want to look at self-employment route. If either of you were self-employed, this may work.
The list of qualifying profession for self-employed are listed at:

As you may see, Public Relations is in the list (NOC 5124). Also look at category 525 (further down on the above link) for athletes, coaches, etc.
