Default HELP: PR card questions

I'm a Permanent Canadian resident, having landed in Vancouver B.C in
March 2002, but since then I have lived and worked in London U.K.,
being employed by Nortel Networks (a Canadian Company). Can you offer
any advise with regards to the following:

1) Can I apply for a Permanent Resident Card from outside
Canada (incidentally which would be from the U.K.)?

2) From the information obtained from Citizenship and
Immigration Canada (dated 7th August 2003), I understand that time
spent abroad can be counted as the equivalent of physical presence in
Canada, if the permanent resident is described as being employed on a
full-time basis by a Canadian business. Does my current employment
with Nortel Networks, hired and based in the U.K. meet these criteria?
If so, what proof is my employer expected to provide?
