Help! ( to Mr Miller or other specialist)
Hello, there,
We got a letter from BeiJing Embassy that enclosed a form IMM 1455. This is a
declaration form that says "immigrants requiring registration or licensing in canada
in order to practise their profession or occupation". What we need to do is to sign
the form and return it. However, it need two signatures. One is the applicant's. The
other is from a witness. Our question is who is qualified as a witness? Everyone or
lawyer, or public notary people?

Signing it before a Notary is best, but a witness need only be a non-related adult
