Default Help me, Mr. Miller!

I have two more follow-up questions. Hope to get your help.

(1) As a Chinese citizen who has stayed in US for more than four
years, I need to provide police certificate from both China and USA.
Is the notarial certificate of non-criminality from the Chinese notary
public office issued on 1999 good to be the police certificate from
China because I have not come back to China since then? It is very
unlikely to get a new one from a Chinese notary public office if I can
not be present in China and you know, I don't want to risk trying to
leave US now.

(2) I have notarial certificate of birth, marriage, and working
experience issued by Chinese notary public office on 1999 before I
left China and came to US. Are these documentations good to prove my
identity and cival status and my working experience in China?

Also, I just want to get your final confirmation that the Buffalo visa
office really DOESN'T NEED the US police certificate in the first
application packages and it will send applicants to do so later
according to its CURRENT POLICY. In terms of FBI, do they require any
documentation from Buffalo visa office to process applicants'
fingerprints?

Thank you a million again. I am just so confused because some
immigration companies told me to include the US police certificate
with the initial application.
