Help!! Can I apply citizenship?

I landed Canada in Feb. 2000. I couldn't find a job in 16 months so I gave
up. I went to US (driving, no record in Canada) and found a job there. I
later got US green card. I still want to apply Canada citizenship.
I understand that by law, I'm supposed to live in Canada for 3 years in
4-year period but the job market was so bad. Will they generally check if I
really stay in Canada for 3 years?

Well, sounds like you don't really have any reason to live in Canada.
You've lived there only for 16 months in 3.5 years, you have a job in
the US and a US GC.
Why do you want Canadian citizenship?
But to answer your question, the onus of proof is on you to show that
you have satisfied the residency requirements for citizenship.
That is something you won't be able to do.

They don't even need to find out - it is you who must document that you
lived in Canada for 3 years (payroll record, lease/rent agreement, utility
bills, etc.) and you can't do that, period.

It makes sense that one would need to provide those documents, but I
don't see anything in the Citizenship guide to provide those.
The reason I am asking is that my husband will be applying for
citizenship in couple of months. We need to prepare all the necessary
documents, but I just don't see any list of docs for proof that they
are requesting accept for identity docs, immigrant status and photos.
I don't see any Doc Checklist for citizenship immigration.
Do you guys know?

You don't need to submit those documents with application, but you must list
all (even few hours long) absences from Canada. During the process
citizenship branch always sends request to immigration branch to conduct
verification of PR status - this is when usually things get discovered and
then applicant is asked to provide proof of residing in Canada in claimed
periods.
Some people get lucky and may get away with fraudulent claims, but many of
them are caught later anyway and stripped of their citizenship and deported.
