Default Help after initial assessment - Mr. Miller/ron beirnes/Jim Humphries and all experts

Hello all experts,

I applied for PR in Buffalo in Dec.'01. Got AOR in Feb.'02 and initial
assessment with interview waiver, additional docs (bank statement,
RCMP) and medicals (after 6 months) in Feb.'03. I sent the required
docs in April'03 and did my medicals in June'03.
In the last week of Sept.'03 I got a letter from CHC Buffalo for
additional information regarding my personal history
(employment/study), my residence history and all groups/organizations
of which I have been a member. All the above information was required
from Dec.'01(date at which I applied for PR) to present. I have
already sent the required information with supporting docs in the 1st
week of Oct.'03.

My questions are

1. What could be the possible reason for the information required by
CHC Buffalo

2. How much more time it can take to get passport request

3. Should I apply for CAIPS notes at this stage

I'll grealy appreciate comments from experts and others

Thanks for your prompt reply. I have one more question in my mind.
Does it mean that the background and security check of my home country
is done and now they are doing it for Canada as I applied for PR from
within Canada?

No, it doesn't mean that. You were asked to bring your background
information up to date from what you have already submitted as of
application date. Updated info is needed to start and/or complete
background/security check in all countries you resided.

You have an interview waiver and no way that the officer can determine
what has transpired since you submitted your application and to
provide all the current information in under to do the security
clearance ususally the last requirement in the process before the
request for the passport to issue the immigrant visa.

Impossible to do anything but guess, security clearances are all over
the map depending on the amount of travel you may have done in the
past and your past and current group relationship etc. If you have
been to the Middle East or you come form one of the countries
currently experiencing hostilities you can expect significant longer
waiting period.

The CAIPS would likely only confirm the above, however for peace of
mind you can certainly apply to obtain a copy of the officer's notes.

I was wondered how CIS conduct security checks, do they check a country you
have been residing one after another, hence long run for those travelled a
lot (like me as a scientist) or more effectively, begin to check all
countries you have resided simultaneously? waht if there is no corporation
from security agency from other countries (I think it is highly possible
from non-western countries)?

They start them at the same time, if they did country by country it would
never finish. There is usually cooperation from most countries, some are
just slower to reply than others. If CSIS cannot complete the security
clearance, CIC will not issue the visa.

Thanks. We all understand that everyone has to be checked, but what puzzles
me is, a lot of my friend (simillar traveling history) who applied years ago
can have their visa within 10 months from submitting date (even 5 months),
why now just security checks could take more than a year? I reason that
efficiency in either CSIS or CIC has reduced or some policies changes. I do
not think this is mainly due to more applicants who need to be checked,
unless, before 11/9, the security checks were randomly conducted.

There are many reasons for the difference in time needed for processing and
background/security check in particular between now and "years ago". Two
most important are - (1) quite few times more applications and (2) 9/11.
Regardless that those are two reasons you just dismissed in your post.
