Got a letter from CIC, want my money back !!

Default Got a letter from CIC, want my money back !!

I received a letter dated Jan 28, 2003 from CIC Buffalo indicating that my file has been transferred to LA.
The last paragraph of the letter reads:
"You should also be aware that it is unlikely that a decision on your application can be made prior to March 31, 2003. This means that the decision will be made in accordance with the requirements of the Immigration and Refugee Protection Act . An assessment under IRPA will require additional information which may be requested by the office noted above (CIC LA). You should consult our website www.cic.gc.ca in order to acquaint yourself with the requirements of IRPA"

Can I ask for a refund now ? I don't think I can qualify under the new point system.
I applied in Oct 2001 and after more than a year, CIC having failed to give a decision on my case and now wants to assess with the new selection criteria which was not in place when I applied.

They should simply refund our money if they are unable to give a selection decision before March 31, 2003.
Any takers ????

No, you cannot ask for refund now - this option is open only before initial
assessment (preliminary evaluation) stage and such has just been completed
in your case.

Are you sure you do not meet the points. Your pass score is 70.

There have been some (several) appeals launch challenging the retroactivity
of the rules. Perhaps you want to add your name to the list.

Don't worry about point system,one of my friend applied on jan 2002 got the landing papers last week under new rules he was able to get 71 points only and best part is interview has been waived and within one year he got landing papers.
