I trust it is right moment to apply. If you think you are qualified under the
proposed regulations, there is no reason you will not qualified by the old rules or
whatever new regulations, pass mark that will be finalized. Moreover, at the moment,
the old rules are still in place, so in principle, you should be locked in by the law
currently in force (am I wrong?). If whatever new rules are retroactively applied to
you, and you are disqualified, you might also find someboby to fight for you (I trust
the law is on your side), if the move to Canada is so desired.

Ultimately it is the Minister who will have the final say taking into = consideration
political and other pressures.
The Minister was clear about a few things when he first came in. I = believe he will
give way to his first impressions.
So, a change to educational points, more ways for unmarried applicants = to score
points, a change to the financial criteria, and likely a = lowering of the score, but
not to 70 as suggested by the committee.

The manner in which the Regulations will be implemented is not yet final. There is a
good likelihood that at least some of the suggestions made by the Standing Committee
on Citizenship and Immigration will be followed, which should ease the criteria for
selection.
