Default Further information regarding Social Assistance Problem

I posted a while back that my soon to be spouse is on social assistance (goverment provided housing and subsidised rent based on income), I wont bother with the details right now as that is only the relevant part.

I read on a Canadian law website that if compassionate or humanitarion reasons are found, someone who is receiving social assistance may be able to sponsor a spouse... is this the case based on your experience in the field?
