File Transfered to New Delhi after 90 day letter???

File Transfered to New Delhi after 90 day letter???
Hello,
I am an Indian citizen currently residing in India. I applied for canadian immigration (SW category) to CHC london from Dubai - UAE in July 05 (AOR Aug 9, 05) while i was in UAE on 3 year a work permit.
Subsequent to my application, I shifted to India on a new job. Here, I got 90 day letter in Mar 07 to update all my details by June 07 which I did in time.
Now on today on Jan 29, 08 I got a letter from CHC london intimating me that my file has been transfered to New Delhi visa post and I should be getting a new file number in 8 weeks time.
Now my question is:
1. Can I get my application fee refunded I apply for it to CHC london or Delhi visa post?
2. What is current time line from Delhi visa post for Aug 05 PR applications in skilled worker category queue? - Mr. Andrew, can u help on this???
