Default File transfer<---->Expert advise please!!

Greetings
Currently I live in Japan on 1 year spouse visa and have applied for pr through Manila about 3 months ago. Now Im planning to go to Canada on study permit with my spouse and not planning to come back to Japan. Until yesterday, I thought of submitting a fresh application, but suddenly came in to mind that I have sent all my original documents including degree and marriage certificates to Manila along with the file.
1)Since Im the primary applicant and not a citizen or permanant resident in
Japan, will I be eligible to transfer file to my home country or to Buffalo?
2)If yes, how long it will take?
Thanks
