I would be appreciate, if an expert can tell me how to transfer a skilled
worker file one Canadian Embassy to other Embassy? What are the fees and
which form need to complete? Your help will be highly appreciate.

Under new law there is no fee for transfer but transfers will no longer be
as easy option as they were under old law. Now visa posts have the
discretion to grant or decline request for transfer and in most cases such
requests will be denied. For example Buffalo clearly states on their website
that they don't do transfers anymore. But you didn't tell us any details
about your particular case, so it is impossible to even guess if you have a
chance for transfer. Info needed would be - visa post you applied to
originally, your nationality, country of residence when applied, country of
residence now, your status in both countries, country your education
credentials were obtained and country of your work experience.
