Can a permanent resident sponsor his parents?

How much time does it take for the approval?

Yes, Canadian permanent resident living in Canada may sponsor parents, providing that
such sponsor meets minimum income requirements (LICO) within past 12 months prior to
application to be approved as a sponsor.

Process takes about 2 to 4+ months for the sponsor's application and then parent's
immigration application processing may take anywhere from 9 to 18+ months.
