Express Entry and Tech Pilot Program

My apologies if the following questions have been asked before. I'm from Indonesia and planning to move to Canada, but I have several questions.

BACKGROUND:
- Age: 27yo
- Education: Bachelor's Degree of International Business (Business Administration) from an American university
- Marital Status: Single
- Work Experience:
- 6 Months as a Business Intelligence Analyst Intern (paid) and 6 months as a Business Intelligence Analyst (contract and ongoing) at the same company in Indonesia
- 0 experience in Canada
- Skill Level & NOC#: A2172 (unsure)
- CRS score (based on CRS calculator): ~416
- Based on my background, am I eligible for the Express Entry program? Can I start gathering all the documents now or should I wait for several more months?
- Do I have to fill out the Express Entry program application if I want to apply for Tech Pilot Program? It seems that Tech Pilot Program has its own website so I'm a bit confused.
- How do I obtain a police report from another country, especially from the US?
