TRP may be granted to someone who was found inadmissible to Canada as
temporary or permanent resident. TRP may only be considered when other
exceptional circumstances and compelling reasons exist warranting person's
admission to Canada.

TRP is similar to the Minister's Permit that existed under old law, but has
some quite substantial advantages over MP. The most important advantage is
eligibility of TRP holder to "automatically" change status to PR after 3
years in Canada on TRP - due to that benefit TRP will be issued less often
than it was under old law with MP and only in more exceptional circumstances
and only when the need to enter and/or remain in Canada is compelling and
sufficient to overcome the risk behind reasons for inadmissibility.

You can't get application for TRP and you cannot just apply for one. You
need to apply for PR Visa, TRV, Study or Work Permit and if you are found
inadmissible immigration officers may consider whether a TRP is appropriate.
Officers will summarize in their own mind the risk and need factors. If the
latter potentially outweighs the former, a TRP may be given serious
consideration. There is nothing you can apply for and there are no
application forms for TRP.

What is your situation, why do you want a TRP in the first place? Have you
been found inadmissible? If yes then what did you apply for and what is the
overwhelming need to enter and remain in Canada that can outweigh the risk
of your determined inadmissibility?

Note that under old law less than 2,000 Minister's Permit per year were
issued and now the number of TRP will be quite smaller than that.

There is no application form for TRP available. There is no application
process for TRP.
