Default Experts Please Help About IELTS!!!

HI Mr Miller and experts!!!
Recently I applied for Canada PR as a skilled worker from USA. I sent them US$821(for myself & for my wife) as an application fee to the Buffalo center with the forms. They returned my application saying that I Need re-apply with proper amount which is US$800.00. Second thing they ask was the proof of my english profiency even though I had a 4.5yr of USA experience which of course was in english. So
1) Can apply now with correct fee(us$800) without Ielts score and take test later and send the results or what should I do?Please advise.
Thanks for your help

4.5 years in US makes no difference. Unless you are brought up in an english speaking country, you need to submit ielts
scores as proof. The old rules did not talk about ielts so they
could not force people to take tests. Now with new rules
ielts is a must.
