If somebody has a bachelors degree in computer science and a one year experience and
then started education again and got a 2 year degree and then applies for the
canadian immigration can that person be refused immigration due to him being a
student and has not been working for 2 years.

No. If you have one years expereince in a relevant occupation. The fact that you
returned to school to earn a higher education should not be held against you at all.

If the first degree was at least three years of study and is the type as = required
by the intended occuaption, then any work experience in that = field would be counted
after being qualified (ie. earning the first = degree)
