Default exemption from paying international student tuition with PR visa

Hi everybody,

I am going to get the PR visa soon. I applied for Ontario residency, but I have an acceptance from one of the universities in Quebec.
What I would like to learn is that can I take the advantage of paying residental tuition to study in Quebec with PR for Ontario?
If yes, then do I have to spend any time in Qubec or Ontario (Which one) to have the right of paying resident tuition?
If yes, how much time should I live in Canada?
If one of you answers, I'd be glad.

You will probably pay more than residents of Quebec. I know that UdeM and McGill have higher fees for canadians or PRs outside of Quebec. To be reconized as a PR in Quebec you have to have CSQ.
