Anybody knows what is the best way to certify English language skills?
IELTS?
Section 79 of Canada Gazette Part II, Vol. 136, Extra states:
Conclusive evidence (4) The results of an assessment of the language proficiency of a skilled worker by a designated organization or institution and the correlation of those results with the benchmarks in accordance with subsection (3) are conclusive evidence of the skilled workerâ„¢s proficiency in the official languages of Canada for the purposes of subsections (1) and 76(1).
What is it considered a designated organization or institution and how will they correlate these results with reading, writing, listening and speaking skills?
I must be missing something. Does somebody have more info on this subject and is willing to share it? Thanx in advance.

List of acceptable institutions conducting tests hasn't been published yet but IELTS
will most likely be on the top of such list when it comes to proving English
language skills.
IELTS tests and grades all four areas - reading, writing, speaking and listening, so
there will be no problem for processing officer to grant proper number of points for
each skill.
