Embassy holding passport for months

Hello,
I just learned that some embassies (e.g. Manila) request for the passport before they are actually ready to issue the visa (this is for spouse sponsorship). In some cases, the embassy hold on to the passport for about 3 months before actually returning it with the visa. I know this won't pose a problem to those who don't travel often. But in our case, my husband travels a lot for work. He submitted his passport last May 19, 2006 and he has still not gotten it back. He has an upcoming trip in two weeks. At this point, he will jeopardize his job by not going.
Has anyone asked for their passport back before the embassy can return it with the visa? And how long did that delay the processing?
