EE and other PR route at the same time?

I've seen a few people in a few places write that it's possible to be in the EE pool and apply for, in my case, self employed visa at the same time. Is that true?
I know that the SE visa is a loooooooooooooooooooong slog to acquire but as a. chap in his early 40's with no degree and no likelihood of finding a company willing to offer a job it's the only option available to me as far as I can tell. That being said, if it's viable to be in EE (and hope that a province sees the potential in me!) and apply for SE too then it would be foolish to not try and cover both bases...

Yes, that’s fine. You could also get a refund on your SE fees as long as they haven’t started processing it, so if you get an ITA before that you can cancel & request a refund.
Note that for most PNP streams you need a job offer though. What’s your CRS score?

assuming i ace the IELTs it's still sub 400 by too much to be ahead of anyone with a degree under 40. SE is currently the cleares path and it offers me time to rack up some substatial savings too. I was just wondering if if it was possible/worth double dipping!

Worth a try though in case any province suddenly introduces a new stream, or any closed ones re-open.

yeah,that's what i thought too. although i do remember reading the OINP has chosen people with low CRS and no job offer before but that's as rare as a unicorn in a tutu playing tabourine while reciting shakespeare!

So you never know, but 3 times in several years.......I think PR via the SE route is more likely. As is that unicorn.

Did you look in to the Start Up visa as suggested previously? Does the province you’re hoping to move to have an entrepreneur stream under their PNP?

Well, my business is really me and what i know how to do. I'm a sound engineer and AV tech so it's just me turning up at a place, doing some stuff and leaving.
I have an idea for a business that I've been wanting to set up for ages but the UK doesn't feel like the right place to do it. I've never written a business plan or pitched for cash either so that's waaaaaaaaaaaay out of my wheelhouse! the federal Start Up visa looks the most promising and the one that doesn't require an arm, leg, kidney, first born and deeds to all future houses owned by family to get a look at...

I'd forget the PNP for Ontario, as you want to be out in BC to help support your brother right? So no point in trying for a province you don't want to live in. That also discounts the SK PNP and NS PNP, both of which may have been possible.
You've been trying to get out to Canada for years now, you need to get cracking and be proactive with it if you want it to happen. Personally, I would advise you apply for PR via the SE route now. If you don't apply asap, then it may be pulled and that option will be gone too. Also look in to the Start Up Visa more seriously, you can pay somebody to do a business plan for you if you don't feel comfortable doing it yourself, but again you need to get cracking in case they close the program. You can apply for both routes, as as per my post above, if you get another visa before your SE application starts being processed (which is going to be at least a year away realistically), then you can cancel it and get a refund so hopefully won't have to pay for both in the end.
You could also job hunt out there as often as possible, sounds to me like you have reasonably specialist skills so would be in with a chance, but only if you're out there knocking on doors in person. Try and get out there at least twice a year if you can, don't waste time sightseeing or looking at areas to live (no point until you have a visa and know where your job will be), just purely network, job hunt and try and find that all important job offer. That would mean you could apply for the PNP (or EE if you have enough points with a job offer) and go over there on a TWP which would be much quicker.
In short, make 2019 the year you finally start the process and make it happen! It's perfectly possible.
