Default Education certification and documents tip needed: pls

Hi Group:
I have my M.S. degree in Engg. from the USA and B.Tech(Engg) from
India(IIT). I am applying for my PR in Canada.I shall do my
correspondence
through Buffalo, NY.
What is the best way to send my certificate/transcript to Buffalo visa
office?

Transcript:

1.I can easily get one for my M.S from the registrar's in a sealed
envelope.

*Question: Do I need to request my IIT Registrar in India for a sealed
B.Tech transcript?I just do n't know how far he will comply and how
quickly?

*Question : I want to mention that they gave me a laminated
transcript in IIT, I am just wondering if that is acceptable by the
buffalo
visa office(as tampering-proof or whatever)? Any body has an
experience?

Certificate:
*Question:Of course I need to keep the original certificate, can I
just photocopy and notarize the certificates and send'em?( I have
noticed that Notary
publics are picky about authenticating a certificate)

*Question o I need to have the "evaluation committee" at
Canada(CCPE?) evaluate the certificate first?

*Question:I do not want to mail my original certificate to anyone, if
it gets lost or something (call it Indian middle class mentality ha
ha). Do you guys mail the original certificates (to visa office or the
Evaluation committee)? If it is a common practice I will do it, but
does any one have a better idea?

*Question: Buffalo is not far from my place. Is it possible that I
produce them all the originals and let them copy whatever they need?
Hand them in the sealed transcript? And show them the laminated made
in India transcripts?

I got help from friends to get my transcripts from india. I dint mailed my
originals.
dont know if u could do it personally at buffalo and avoid getting transcripts
from india

You are supposed to send a set of the originals, which means you have to get a duplicate from the registrar.

Hi Jasuja:

I presume you did not handle the transcript. It was directly mailed to
the Canadian visa office by your registrar? And your friends helped
contacting the registrar. no?

I sent the transcripts in university sealed envolpe.

my friend mailed me university sealed envolpe,which had addr of consulate
general buffalo on it. This I sent to buffalo.
