Do you actually want to live in Ontario? If so, then yes, that's a good option.

But at 432 she might be in with a chance of being given an ITA under FSW anyway. The draw before last was at 434, so very close, points are dropping due to the changes at the end of last year.

Either way, it's definitely worth getting the ECA done, so get that sorted asap.

I checked with the assessment people
they told me it is going to take around 3 weeks for our degrees to be assessed

my question is

can I submit my application for the immigration with "Had ECA Assessement" = No

or to cancel my application and re-submit once I get the degrees assessed?

No, as stated before the application would be rejected as you wouldn't meet the requirements for FSW without an ECA. You will need to wait till it has been completed before you can submit an application to enter the pool.
