EA for recent graduate?
Do I need a job offer validation? Do I have to start working 60 or 90 days after
final notice of marks/graduation?

Depends on what you intend to work as/what job you are able to secure. If it is
exempt from HRDC validation then no. If it isnt, then the employer has to get the
HRDC validation for you.

You may only start working after you get an approved EA which entitles you to work.
Depending on the situation there is no way of being sure how long that takes.
