I also need a license to work in my current field, but I got an LMO easily enough without one. The license came afterwards...

I accept that, I was curious about the legalities of working as a doctor when, officially, one isn't.

The whole requalification thing is complete tosh, but that's another story

Seriously, in short form, the Dr is recruited to an area of HIGH need, they agree to be supervised by a 'qualified' Dr (often another Dr who has gone through the same process and has now jumped through the necessary hoops) and then they must sit the necessary exams. It IS (apparently) possible to undertake the same process in Calgary (I suspect that the practice Steve_P (and actually myself) is registered with is looking at 'using' foreign Drs in their 'new initiative') its just less common. The majority of Drs that enter the (southern) Alberta system this way appear to be from South Africa
