Default Did the rules change recently? (May 1)

I recently received this e-mail from a mailing list telling that
applications for permanent residence have to be made from the
individual´s home country and was wondering if it is also applicable
to applications for Quebec´s CSQ.

Bonjour,

Depuis le 1er mai 2003, tout candidat pour la résidence permanente au
Canada doit déposer son dossier à partir de son pays d'origine ou, le
cas échéant, de son pays de résidence actuelle (où il réside depuis au
moins un an). Ainsi par exemple, vous pouvez faire cette demande du
Canada que si vous y résidez depuis un an.

Application for CSQ is not a PR visa application - it is only application
for Quebec Selection Certificate, nothing more.

Once CSQ is granted you must apply for Canadian PR visa like everyone else,
through the visa post responsible for processing immigration applications
from your country of nationality or country of residence (where you've been
lawfully admitted for at least 12 months). See here:
