Default definition of "student" - how many courses?

My boyfriend (american citizen) has been having difficulty getting a job in Canada and is now thinking about going back to school and getting a student permit. He completed his undergrad in canada and graduated last spring. Now he's thinking about post-grad work.
How many courses must he take to get a student permit? I know that the United States requires a full course load, but is that the same in Canada? Or could he take two or three courses at a time? Thanks.

It has to be a full time program, but how thats defined for a postgrad program depends on the program I suppose. He could take a college diploma now on top of the degree, which can make you more emlpoyable.
