I think that this has been raised before and if I remember correctly, many schools are confused about this.

See the wiki page on schooling. There is a fee in some districts but I was fairly sure that Halifax was not one of them.

I may be wrong

Cannot speak for Halifax, but in our school district (in BC) we have to pay for school supplies. For High school there are some fees, such as students union, year book, etc.etc. Not that much though.

I think that paying for supplies is quite common, but tuition fees not so much

It depends on the local school board, for example if you have a study or work permit valid for a year, then you don't pay tuition for children, but if it is for less than a year, then you pay foreign student rates. You have to check with the local school board.

Here is the International Students page of Halifax Regional School Board's website.

It states:

Category I
  • Children of parents holding Employment Authorization. No tuition is charged for these students.
  • Children of parents who are in the country on a Student Visa. No tuition is charged for these students.

Further down the screen, it states:

Category II
  • Children from out of country who are coming to live with a relative/friend must pay a tuition of $8,000 for the 2007-2008 school year.
  • Children from out of country who will be living with a parent on a Visitor’s Visa are required to pay a tuition of $8,000 CDN a year.

It seems to me that your kids belong to what they call Category I (foreign children who do not need to pay tuition), and that the principal with whom your husband has spoken has confused your kids with Category II children (who do have to pay tuition).

Be patient. Do not under any circumstances be rude to them. But on the other hand, don't pay anything either. Just ride it out, as calmly as you can, until they figure out which end is up.
