Default Confusing Situation

Dear Experts,

My case history is as follow,

Myself my wife and my son entered Canada as immigrants in September
2001;

All left Canada in May 2002;

I had my second son born outside Canada in Lahore, Pakistan in July
2002;

I filed his Sponsorship documents and applied for my PR card in April
2003 from Canada;

Received a letter from Canadian High Commission Islamabad on August
2003 that they have received the application for sponsorship and it
will be processed within 6 months.

My issue is as follow;

My wife and elder son (3.5 yrs ) still have to apply for there PR
Cards, they both are stuck in Lahore because of my younger son ( 1.2
yrs old ). My wife can not travel without him;

What if the immigration documents of my younger son are received after
December 2003, how can my wife and elder son will travel to Canada
without a PR card. (because after 31 December 2003 we can not travel
without a PR Card.)

I have heard that the last date for applying for PR Card is 30
September 2003. Is this true?

I am also in Lahore and planning to travel to Canada for good with my
family, I have already applied for PR Card but not yet received it.

I am up to date with my tax returns and we all have Health Cards and I
also have my driving licence.

Please guide me with this situation.

Travel Documents should be applied for through CHC Islamabad to facilitate
return to Canada after December 31, 2003.

Baby couldn't be sponsored from Pakistan - sponsoring parent had to reside
in Canada in order to qualify as sponsor in the first place and sponsorship
application should have been filed in Canada.

Dear Experts / Andrew Miller

Dear Mr Andrew Miller, thankyou very much for your reply.

Can my wife and elder son apply for PR card after December 31, 2003.

How long does it take to get traveling documents form CHC Islamabad.

When should i start the process for applying it . Can I start applying
for travelling documents now as the possibility of getting my younger
sons documents before 31 December 2003 is very remot.

Please help.

TD should be applied for about 8 or so weeks prior to planned return to
Canada. Applying too soon is pointless as TD will be issued with rather
short validity.

PR Cards can be applied for at any time while in Canada.
