Intra company transfers may work for her if she is in senior management within the organisation or has specialist skill not avaiable in Canada.

Great, if she qualifies (as per the link I gave you above) in one of the three eligible categories that could be a good route.

There really isn't any criteria, pretty much anybody can get a TWP (usual caveats of course apply i.e. no criminal record etc!), but to get a TWP she'll need a job offer and LMIA, and that's often the tricky bit unless she has skills in demand.

A job offer is usually needed, yes. Pretty much any visa route needs a job offer these days, apart from the study permit I mentioned above. But it will depend don the province and stream she'd be applying under - have a look at the relevant province's website for more info.

If she can get her company strongly agree that ICT might be the way forward. If it is a job with a 0, A or B NOC code, your father would probably qualify for an open work permit. just bear in mind that ICT are a temporary designation and as such they would be TFW's and would need to leave at the end of their work permit if they didn't swop classifications in that time.
