Default Citizenship new Legend...can someone confirm or deny it?

I was told today that due to the fact that the government of Canada takes something like one year to process a citizenship application, that people can apply for the citizenship 1 year before the three mandatory years are completed, and therefore the applicant actually gets the citizenship just after the three years are over and not after after four years (three mandatory years plus one year processing time).

Does anyone know if there is any true to this new “Legend”??

Yeah right...how do you apply when you haven't even qualified as per 1095 days in prior 4 years rule...surely perhaps a 'legend of the fall'

The law is clear - to be eligible to apply for citizenship a PR must accumulate 1,095 days in Canada within 4 years preceding application. Law didn't change. CIC cannot change the law. Put the legend where it belongs - to the trash.
